There is no minimum requirement or limit to the number of children who can be enrolled.
If your local authority took part in 2010 you can use Fast Track Sign Up to rejoin for 2011.

Subscription costs for Letterbox Club 2011
The cost per child to participate in Letterbox Club 2011 is £125 (including VAT).
